Job Summary
Job Summary
In the Minnesota Department of Natural Resources (DNR), Facilities Advisors are responsible for the planning, construction, renovation, maintenance, and repair of the DNR-owned buildings.
The position is located in Two Harbors and will support the Northeast Region. This position will implement statewide processes of the DNR Buildings and Sustainability Program services for the region. The position manages maintenance and construction projects, conducts facility condition assessments, develops annual work plans, and coordinates property remediation and disposition. The position provides leadership and direction so that Buildings Program services are implemented in a safe, cost effective, customer focused, and sustainable manner.
Primary activities of this position include:
Evaluate and prioritize proposed maintenance, repair, and retrofit projects for consistency with the Buildings Program and division needs. Prepare project plans and specifications according to established priorities, budgets, and State of Minnesota policies and procedures.
Maintain a comprehensive facility assessment of sites and systems in the region. This includes: buildings, wells, waste water systems, HVAC, electrical and plumbing systems, and any other components maintained by the Buildings Program. Assess facilities and infrastructure for maintenance and construction projects. Develop annual facility work plans based on Buildings Program objectives and division priorities.
Coordinate and facilitate the remediation and the disposal of buildings and other structures removed from DNR managed lands.
The Facilities Advisor applies project management and technical skills across a broad range of buildings projects. Many projects will require working with architects, engineers, contractors, suppliers as well as DNR staff and other governmental entities. This position will oversee and direct the work of contractors and serves as the State's agent to ensure compliance with contract documents.
Qualifications

Describe how your education and/or experience meet the following minimum requirements of this position. Please provide specific examples of work responsibilities, accomplishments, or courses taken.
Associate's degree in Facilities Management, Construction Management, Construction Technology, or related field; AND 3 years' of experience managing, planning, or coordinating building construction, maintenance, and repair projects.
OR
5 years' experience in facilities or construction trades including experience managing, planning, or coordinating building construction, maintenance, and repair projects.
Demonstrated project management skills sufficient to manage construction projects from inception to close out.
Experience in developing technical specifications and cost estimates for projects.
Experience in scheduling projects, evaluating work in progress, and recommending acceptance of contract work.
Knowledge of building components, related mechanical systems, state building codes, and construction methods.
Knowledge of construction contract procedures sufficient to administer construction contracts.
Thorough knowledge of safety procedures and OSHA guidelines.
Demonstrated interpersonal and human relations skills sufficient to interact with contractors, vendors, customers, and co-workers in a tactful, cooperative, timely, and professional manner.
Strong computer skills in all standard Microsoft Office software applications (Word, Excel, etc.).
Demonstrated excellent communication skills sufficient to speak to individuals and groups in order to resolve conflicts and to communicate program decisions and present information in a technically sound manner.
Preferred Qualifications:
Bachelor's degree in Facilities Management, Construction Management, Construction Technology, or related field.
Experience as a manager of construction, chief estimator, or related construction experience.
Experience in construction inspection and in making recommendations for repairs.
Knowledge of the State's budget, contracts, bidding, and procurement procedures sufficient to assure compliance with applicable policies and procedures.
Working understanding and experience with Archibus or another facility management database system.
Successful participation of the State of Minnesota Star of the North Fellowship program.
Physical Requirements
Requires occasionally lifting articles up to 50-pounds and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls. This position requires climbing ladders, going into crawl spaces and/or attic spaces, working at construction sites on uneven, potentially wet/muddy ground, carrying equipment/tools such as levels and lasers.
Additional Requirements
This position requires an unrestricted Class D Driver's License with a clear driving record.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
